Extreme Cold Warning issued February 17 at 3:22AM CST until February 18 at 12:00PM CST by NWS Grand Forks ND* WHAT...Dangerously cold wind chills 40 to 60 below.* WHERE...Portions of central, north central, northwest, and westcentral Minnesota and northeast and southeast North Dakota.* WHEN...Until noon CST Tuesday.* IMPACTS...The dangerously cold wind chills as low as 60 below zerocould cause frostbite on exposed skin in as little as 5 minutes.* ADDITIONAL DETAILS...There will be a period of improvement duringthe afternoon today when wind chills will range from -25 to -35before dropping again this evening. The coldest values will be inthe morning hours today and Tuesday.If spending time outside, dress appropriately by covering as muchexposed skin as possible. Dress in layers. Wear a face mask and warmgloves, hat, socks and boots. Take frequent breaks from beingoutside to warm up.If traveling make sure you have a winter survival kit.Keep pets indoors as much as possible.Make frequent checks on older family, friends, and neighbors. Ensureportable heaters are used correctly. Do not use generators or grillsinside.
