Special Weather Statement issued February 17 at 4:12AM EST by NWS Binghamton NYHAZARDS...A band of heavy snow accompanied by winds of up to 45 MPHwhich can rapidly reduce visibility to less than a quarter of a mile.LOCATION AND MOVEMENT...At 412 AM EST, a band of heavy snow was alonga line extending from Catharine to near Van Etten to near Candor toBinghamton to near Fishs Eddy and was nearly stationary.LOCATIONS IMPACTED INCLUDE...Binghamton, Vestal, Johnson City, Endicott, Kirkwood, Conklin, Owego,Erin, Deposit, and Susquehanna Depot.This includes the following highway exits...New York Interstate 81 between 1 and 5.Interstate 86/Route 17 between 64 and 90.SAFETY INFO...Use extra caution if you must travel into or through this band ofheavy snow. Rapid changes in visibility and potentially slick roadsmay lead to accidents.Conditions can deteriorate rapidly in winter weather situations. Beprepared for snow or ice covered roads. Slow down and allow extratime to reach your destination.
