Flooding mayoccur in poor drainage and urban areas. Storm drains and ditchesmay become clogged with debris. Extensive street flooding andflooding of creeks and rivers are possible. Mudslides androckfall are likely, mainly in areas with saturated soils.* ADDITIONAL DETAILS...- Abundance of tropical moisture from a lingering frontalboundary extending across the region, southerly winds bringingadditional tropical moisture, and the presence of a tropicalwave crossing the region will maintain favorable conditionshighly conducive to flooding. Eastern and southeastern PuertoRico and the U.S. Virgin Islands are expected to experiencethe heaviest rainfall. With soils already saturated andstreamflows elevated, the risk of flash flooding will besignificantly increased with any extended periods of heavyrain. Flash Flood Warning issued November 9 at 10:06PM AST until November 10 at 1:15AM AST by NWS San Juan PRFFWSJUThe National Weather Service in San Juan has issued a* Flash Flood Warning for...Ceiba County in Puerto Rico...Naguabo County in Puerto Rico...* Until 115 AM AST.* At 1006 PM AST, Doppler radar indicated thunderstorms producingheavy rain across the warned area. Between 2 and 3 inches of rainhave fallen. Additional rainfall amounts of 1 to 2 inches arepossible in the warned area. Flash flooding is ongoing or expectedto begin shortly.HAZARD...Flash flooding caused by thunderstorms.SOURCE...Radar.IMPACT...Flash flooding of small creeks and streams, urbanareas, highways, streets and underpasses as well asother poor drainage and low-lying areas.* Some locations that will experience flash flooding include...Naguabo, Ceiba, Aguas Claras, Roosevelt Roads, Duque, Daguao, RioBlanco and Pena Pobre.Turn around, don't drown when encountering flooded roads. Most flooddeaths occur in vehicles.In hilly terrain there are hundreds of low water crossings which arepotentially dangerous in heavy rain. Do not attempt to cross floodedroads. Find an alternate route.
