Flood Watch issued November 9 at 5:24AM AST until November 10 at 8:00PM AST by NWS San Juan PR* WHAT...Flash flooding caused by excessive rainfall continues to bepossible.* WHERE...Puerto Rico, including Vieques and Culebra, and the U.S.Virgin Islands.* WHEN...From noon AST today through 8 PM AST Sunday evening.* IMPACTS...Excessive runoff may result in flooding of rivers,creeks, streams, and other low-lying and flood-prone locations.Creeks and streams may rise out of their banks. Flooding may occurin poor drainage and urban areas. Storm drains and ditches maybecome clogged with debris. Extensive street flooding and floodingof creeks and rivers are possible. Mudslides are likely, mainly inareas with saturated soils.* ADDITIONAL DETAILS...- A combination of an exceptional tropical moisture pattern, alingering frontal boundary to the north, southerly windsbringing additional tropical moisture, and an approachingtropical wave will create favorable conditions highlyconducive to flooding. Eastern Puerto Rico and the U.S.Virgin Islands are expected to experience the heaviestrainfall.
