General Flood Advisory (Final)Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "HELEN" {PULASAN} was estimated based on all available data at 1,155 km East of Extreme Northern Luzon (22.3°N, 132.9°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving West Northwestward at 25 km/h. Southwest Monsoon affecting Southern Luzon, Visayas, and Mindanao. The 12-hour rainfall forecast is light rains and thunderstorms. WATERCOURSES NO LONGER TO BE AFFECTED : + **Isabela** - Rivers and its tributaries particularly Dikatayan, Divilacan and Palanan-Pinacanauan. + **Cagayan** - Rivers and its tributaries particularly Linao, Lower Abulug, Lower Pamplona, Cabicungan, Aunugay, Baua, Palawig and Taboan.With this development and unless significant rain occurs, this is the final general flood advisory for this event.
